Except as required to explain the basis of new information, an appeal shall be limited to a review of the documents and notes of the department chair or dean of the college and the submission of information by the accused student and supporting documents for one or more of the following purposes:
a. To determine whether the student received fundamental fairness in the investigative and decision-making processes.
b. To determine whether the facts in the case were sufficient to establish that a violation of the Academic Honor Code occurred in both cases.
c. To consider relevant and material new evidence.
